Where to find a federal lawyer that takes cases (prison system) against the Bureau of Prison?

my fiance's friend was in federal prison. while there he was diagnosed with cancer. he was there for 10 yrs and he didn't get cancer til he was there 8 of those years. he must have got it while he was there. he got head and neck cancer and feels he got it from the prison system cause 85% of the people that have it smoke and he's never smoked. i needed help to find the type of federal lawyer in the USA that covers those kind of cases? he's looking for federal lawyers that take cases against the bureau of prisons. Where to find a federal lawyer that takes cases (prison system) against the Bureau of Prison?
There are no ';federal lawyers.'; Lawyers get licensed to practice before a particular federal court. Look for the website for the state bar association where the prison is. Find one that is licensed to practice in the US District Court for the area where the prison is located.
